I recall reading in Business World a few years ago about public conveniences of high standards in Delhi run by an individual. It operates on the pay & use model. If I am right the user had to pay Rs. 5 per use. The facility was said to be of 5 star standards and Vasant Vihar, Delhi was one of the areas where it was put up.

The entrepreneur was interviewed and had said that the venture was profitable but he could not scale up easily as it required personal supervision to maintain standards.

Perhaps this person could also be contacted to get the details.
